15. (C) U/S Burns asked for the President's support to continue our discussions about a battalion-sized contribution of troops to Afghanistan that would include a U.S. train and equip program. The President said that he is aware of this initiative and his foreign and defense ministries are working on it. He said that the fundamental problem is one of ""optics,"" claiming it was difficult for him politically if it looks like the Americans are only training Azeri troops to send them off to Afghanistan. He said that it would be easier if half of those trained would be sent to Afghanistan, while the second half would remain in Azerbaijan or be used for other purposes. U/S Burns noted that the President's suggestion would create problems involving the U.S. funding of the training. The Charge proposed that as an initial step, Ministry of Foreign Affairs and Defense Ministry staff observe the training of Georgian troops headed to Afghanistan by U.S. Marines. The President thought this was a good idea and instructed his aide to look at this suggestion.

Браво! Получить обещание вооружить и обучить батальон на халяву, сделать недовольное лицо, получить половину батальона обратно - be used for other purposes! - просто браво :)

Опять говорю - если бы в делах внутренних наше правительство действовало бы так же, как в делах внешних...

Интересно, как далеко продвинулись в этом вопросе? Не этот ли батальон будет поднимать флаг над Шушой? :)

мы не знаем - разговор достаточно давний

кстати - когда это было? когда этот хияр приезжал в Баку?

да и ситуация со временем будет меняться - по мере того, как Талибан очухивается всё быстрее, а союзники - посылают всё меньше солдат

Under US Secretary of State for Political Affairs William Burns started his visit to Azerbaijan on Friday.

The goal of the visit is the extension and deepening of US-Azerbaijani relations, Public Affairs Officer of the US embassy in Azerbaijan Terry Davidson told APA. Burns will be received by President of Azerbaijan Ilham Aliyev and meet with the representatives of civil society. Before his arrival in Azerbaijan, William Burns visited Turkey, Lebanon and Syria. Under US Secretary of State for Political Affairs is not planning to visit other South Caucasian countries.

в делах внешних позиции нашего праваительства и оппозиции достаточно близки

я считаю что в делах внешних можно было бы действовать эффективнее даже с нынешним режимом, на данный момент ничего экстраординарного на самом деле нет, а даже и наоборот.

если бы не приходилось постоянно оглядываться на дела внутренние в делах внешних, всё было бы на порядок эффективнее, к сожалению нынешние власти этого обеспечить не могут, посему внешние сношения останутся на нынешнем уровне, это пик
